Energy Audits & Action Plans

The objective of conducting energy audits was to start energy awareness, reduce the energy cost and increase the energy efficiency. Under ECPT Project, large and medium tanneries of Punjab were audited for energy consumption, energy distribution and to investigate the possible energy saving measures. Based on the findings of energy audits, action plans were prepared to identify the best practicable options for energy conservation.

Training & Human Resource Development

Benefits of ECTs can be achieved by trained and skillful team of professionals and support staff. Progressive top management with a positive mind set enjoys maximum benefits of ECTs if it provides enough trainings & development opportunities to its middle management and work staff. The project provided comprehensive trainings on ECTs to tannery management and staff. Professionals and staff of the technical and production teams of tanneries were also trained on energy auditing and conservation techniques. The project was also involved in training and human resource development of government departments to improve their understanding about the energy conservation and its link with the environmental pollution control and the related other financial benefits.

Strengthening the Institutions & PTA-NZ

Institutional Networking with the project relevant institutions/associations is established for a synergic effect for successful delivery of the Project. This Networking Plan was prepared with the aim to facilitate the ECPT core team to identify the relevant institutions desired to be contacted during the project life. The networking plan provided guidelines to establish contact with these partner institutions to identify the roles and responsibilities of each of these institutions for the project and outline the networking mechanism, time frame and expected results

Tanneries

The main focus area since the implementation of the project was within this class of ECPT Project Stakeholders. The baseline for the selection of project partner Tanneries was from the ICTP data base. ECPT project was introduced to the tanneries through distribution of project brochure, training workshops and meetings.

Research and Development Institutes

RAD institutes helped the project, in having updated knowledge and sharing the research and information regarding energy and its conservation options. Moreover R&D institutes were invited at ECPT Seminars and workshops for presentation and knowledge sharing. The selected R&D institutes included:

• Pakistan Council of Scientific and industrial Research (PCSIR)
• Institute of Leather Technology (ILT), Gujranwala
• Pakistan Council for Renewable Energy.

Academic Institutes

These institutes served the project through assigning research work to the students and research associates, related to tannery energy issues and providing internships to the students in tanneries regarding energy conservation. These institutions helped in enhancing the knowledge and capacity of project team. The institutes included:

• Chemical Engineering Department, University of the Punjab.
• Chemical Engineering Department, University of Engineering & Technology, Lahore
• Mechanical Engineering Department, University of Engineering & Technology, Lahore
• Electrical Engineering Department, University of Engineering & Technology, Lahore

Government Organizations and Tanners Local Associations

These included the regulatory agencies and local associations of tanneries. The project had contacted with these departments through letters, emails and meetings and remained updated with the latest national energy policy and any forthcoming legal requirements. ECPT will enable the Tanners Local Associations to convince the tanneries within their respective clusters to work with ECPT project. Coordination of these government organizations and local tanners associations with ECPT will help in implemented the project successfully

• Regulatory Agencies.
Included Environment Protection Agencies, Energy Conservation Program of Pakistan (ENERCON), Water and Power Development Authority (WAPDA), Ministry of Industries, Chamber of Commerce & Industry and National Productivity Organization (NPO), etc.

• Local Tanners Associations

Included cluster based associations of tanneries like:
i. Pakistan Tanners Association-Northern Zone (Lahore);
ii. Kasur Tanneries Waste Management Agency (KTWMA);
iii. Tanneries Association Dingarh (TAD), Kasur;
iv. Cleaner Production Center (CPC), Sialkot;
v. Pakistan Gloves Manufacturers and Exporters Association (PGMEA), Sialkot.

• Technical Vendors

Helped in providing the technical services/equipment and will help in installing these technologies in tannery units.

• Non Government Organizations

Working for energy on national and international level are effective stakeholder to Project.

• Local and Expatriate Consultants

Are hired from time to time to facilitate the project activities.

• Royal Netherlands Embassy (RNE)

Being the financing authority monitored the project activities and helped in successful implementation of the project through its interaction with PTA-NZ, ENERCON and Ministry of Industries.

• National Environmental Consulting(Pvt.) Ltd.

The human resource provider ensured the availability of experienced and competitive personnel throughout the project life.
